Whereas The People of the State of Oregon have a long standing tradition of growing their own Cannabis for personal use.
Whereas in 1972 Oregon was the first state to decriminalize Cannabis, making the possession of up to 1 ounce of Cannabis a violation (not a crime) punishable by a fine.
Whereas in 1998 The People of Oregon passed Oregon Ballot Measure 67 which established the Oregon Medical Marijuana Program (O.M.M.P.).
Whereas traditionally the O.M.M.P. system allowed growers to be reimbursed for growing expenses by other patients , thus allowing a not for profit model of medical grows that helped many patients gain access to Cannabis.
Whereas in 2014 Oregon Measure 91 was passed with the express language that the O.M.M.P. system would not be changed, however after implementation of “Legalization” by the Oregon Liquor Control Commission (O.L.C.C.) most of the aspects of the O.M.M.P. have been removed in favor of Corporate Recreational Legalization controlled by the O.L.C.C. These aspects include the ability of growers to be reimbursed by patients (Oregon Revised Statutes 475.304 Marijuana) as well as the ease of growers to grow for patients besides themselves by placing unduly complex computer reporting requirements and registrations upon the grower.
Whereas The People of Oregon have long relied upon the tenets of Self Governance and Self Sovereignty in conducting their lives and affairs in this state and take great pride in upholding the letter of the law.
Whereas The People of Oregon may now legally grow “up to 4 plants homegrown” with “No Penalty” growing “More than 8 plants homegrown” is a Felony with penalty of up to five years incarceration and a max fine of $125,000.
Whereas in the State of Alaska, The People of Alaska (based on an Alaskan Supreme Court decision) have the right of possession in the home for personal use and is protected conduct by the right-to-privacy provision in their state constitution.
Whereas in the State of Michigan, The People of Michigan may cultivate less than 12 plants for personal use with no penalty and if they cultivate 12-24 plants they will receive a civil infraction with no incarceration period and a $500 max fine.
Whereas in the District of Columbia, our nations capital, The People have the right to grow up to 12 plants per household with no penalty.
Whereas The People of Oregon, with our long term association with the Cannabis Culture and Community, have Equal Rights to Cannabis Cultivation as all of those people who live in our Nation.
Therefore we are not asking for Peace. We need equal rights and justice!.
Therefore the People of the State of Oregon shall be able to grow up to twelve plants per adult for up to two adults per household. Thereby changing the Oregon State Law to read that there shall be no penalty or fine for the cultivation of up to 12 plants per adult for up to two adults per household.
Therefore the People of the State of Oregon shall be able to possess up to 16 ounces of Cannabis “in public” and up to 48 Ounces of Cannabis “at home” as well as having the right to possession for all Cannabis grown in their household regardless of quantity.
The State of Oregon’s Motto is “Alis volat propriis” (She flies with her own wings). The People of Oregon need our Cannabis Cultivation and Possession Rights to actually protect us and allow us to show the rest of the Nation and the World what truly responsible and free Cannabis Legalization can be like. This is a golden opportunity in the history of the world and The People Of Oregon will lead the way in providing Equal Rights and Justice to all of it’s citizens.
